Two questions are addressed: whether public Torah gatherings may be held on Shabbos when Tisha B'Av is postponed to Sunday, and whether HaTov VeHaMeitiv is recited at the rededication of a fire-destroyed synagogue. The Chasam Sofer permits the Shabbos gatherings and rules HaTov VeHaMeitiv is appropriate.
