Rabbi Lipman asked about the scribal custom of sewing the parchment sheets of a Sefer Torah to the wooden rollers with parchment strips rather than sinews, contrary to the Rambam and Rema. The Chasam Sofer validates this practice by demonstrating that the rollers are not an essential component of the Sefer Torah, and therefore the requirement of min hamutar befichha does not apply to them, making parchment strips fully valid. He recommends using both parchment strips and sinews to satisfy all opinions, and notes that the scribes' use of different materials serves as a deliberate halachic demonstration that the rollers are non-essential.
