The Chasam Sofer rules that Jerusalem's residents have priority over other Eretz Yisrael cities in receiving charity funds, rooted in Jerusalem's primordial and eternal sanctity. However, this priority means precedence when needs are equal, not displacement of another community's basic sustenance. He endorses referring the practical dispute to the beis din of Aleppo as nearby, knowledgeable, and impartial arbiters.
