Rabbi Akiva Eiger records his own halachic reflections after observing a man pour water from a flask through a window on Shabbos in Lissa, where the wind scattered the droplets. He concludes leniently on multiple independent grounds: the major Rishonim omitted the Yerushalmi's ruling on zoreh, water is not gidulei karka and therefore outside the scope of the melacha even according to the Rema who cites the Yerushalmi, and since the person neither intends nor benefits from the dispersal it is at most a psik reisha d'lo nicha leh, which is either permitted outright (per the Aruch) or only rabbinically prohibited (per Tosfos) — insufficient to override the combined grounds for leniency.
