Rabbi Aryeh Leib asks for Talmudic proofs that every community should establish eruvin to prevent widespread violation of carrying on Shabbos. The Chasam Sofer rules emphatically that establishing an eruv is obligatory, not merely advisable, since children, women, and simple folk will inevitably carry, and the community's rabbi bears personal responsibility for their sins if he fails to act.
