Rabbi Steinberg deals with the question of whether a Sefer Torah should be brought to a secular courthouse in order to be utilized for the purpose of taking oaths. Given that either repeatedly bringing a Sefer Torah or leaving a usable one permanently in the possession of the courthouse seem to violate the principle of the sanctity of the Sefer Torah, he ultimately rules that an invalid Sefer Torah should be left there and that this is acceptable even if the court had asked for a valid one, addressing why concerns of geneivas da'as in this case are inapplicable.
