A community that previously lacked a Sefer Torah received one as a donation and asks whether to recite HaTov VeHaMeitiv or Shehecheyanu. The Chasam Sofer rules that no berachah is recited, reasoning that the donation may harm the donor spiritually, each member's share is too insignificant to warrant a berachah on acquisition, and mitzvos are not given for enjoyment—invoking safek berachos le-hakel.
