Rabbi Yom Tov Lipman Halpern served as the Chief Rabbi of Bialystok and was a halachic authority in the 19th century. He authored the responsa collection Oneg Yom Tov, which addresses a wide range of Jewish legal questions. He was also a proponent of Jewish settlement in the Land of Israel.
