Rabbi Yisrael Zev Mintzberg was born in Turobin, Poland, and immigrated to Eretz Yisrael as a child, where he studied at the Chasidic Yeshiva Chayyei Olam in Yerushalayim. He served as Av Beis Din of the Chasidic Beis Din in Yerushalayim from 1922–1931, and later as a dayan of the Edah HaChareidis. He was the Ashkenazi Rav of the Old City of Yerushalayim until its fall in the 1948 War of Independence, at which point he negotiated the surrender. He authored She'eris Yisrael, a collection of responsa covering all four sections of the Shulchan Aruch.
