Rabbi Tzvi Pesach Frank was a leading posek in Yerushalayim, serving as Chief Rabbi of Yerushalayim from 1936 until his death, and spent nearly six decades on the Yerushalayim Beis Din. He authored the responsa collection Har Tzvi and issued influential rulings on matters including kitniyos on Pesach for Ashkenazi Jews, powdered milk supervision, and gelatin from non-shechted sources. Rabbi Frank was instrumental in establishing the Chief Rabbinate of Israel and played a key role in the appointment of Rabbi Avraham Yitzchak Kook as the first Ashkenazi Chief Rabbi.
