Rabbi Meir Simcha of Dvinsk was the rav of the non-Chasidic community in Dvinsk, Latvia, for nearly four decades. He authored the extensive commentary Ohr Somayach on the Mishneh Torah of the Rambam, as well as Meshech Chochma, his novellae on the Torah which was published posthumously. He served in Dvinsk concurrently with Rabbi Yosef Rosen, the Rogatchover Gaon, who led the city's Chasidic community, and they were later buried next to each other.
